Hello everyone! I am new and don't know much about painting but was hoping for some advice.

I am a homeowner and we have a relatively large deck in the backyard it was recently painted not stained and throughout the years has weathered quite a bit. The paint is chipping off it's in really rough shape. I don't have any experience in painting or sanding or preparing a deck for restoration, so I've recently got two quotes from local painters. One has suggested that I have them completely sand the deck and apply a p 3 primer and then paint the entire deck. The other company that quoted me was significantly cheaper about $800 cheaper They are stating they will do the same work except they recommend using a kill's primer and stain. As I mentioned I don't know a lot about prepping or painting exterior so I'm getting two very different directions here one of them saying they recommend priming and staining the deck where the other one is saying they recommend priming and painting.

Any advice would be appreciated!

I wouldn't use Kilz primer on the deck!
I hate to use paint on decking, it will peel sooner or later. If you can remove 80% of the paint I'd switch to a solid deck stain. I'd clean the deck first and then decide the best method.

Thanks for the advice! The previous home owner painted the deck and it's peeling everywhere now, looks horrible. I just don't know what to believe I have one person quoting me recommending painting it again and the other painter saying no we should sand it, prime it, and then stain.

There is no primmer needed if he's staining it.
If I was going to go with a solid stain I'd go with Olympic Max.
I ordered mine from Lowe's on line, had it custom tinted and they shipped it right to my house for free.

Post a pic when you can. By the sounds of it, your deck is likely "toast." May be more cost beneficial to replace. Once it gets weathered and the wood under the paint is gray and/or showing cracks/checks, well, those are clues it's time to bite the bullet and think about a new deck.
