The photo cell keeps the lights on continuously. They never shut off, I have cleaned the lens, but they still stay on continuously. Is this a low voltage circuit or 110?

I'm GUESSING its a line voltage photo sensor.

Most likely a bad photo cell.

Most common item will kill the photocell is the power surge that useally fried them up.

Which type of photocell device are you refering to the twistlocker which it mount top of common dusk to dawn luminaire or the button type or other types?

When you replace the photocell make sure you use the same rating as old one ( wattage and VOLTAGE )
