I have 4 outdoor faucets that after being shut off winter will not allow water flow. I have no leaks and plenty of water pressure but all i get is a drip. Any help?

Inside valve either not turned on all the way or the valve broke on turning on and is staying in closed position;or junk in the line clogging it (unlikely unless galvanized piping supply).
