Do not see anything wrong. The only concern I would have, is what the inside behind the dead fronts looks like.

Why is there three differant panels,
Looks like instead of home runs they ran a wire from each outlet back to the panel because of so many wires.

It's an apartment building, 3 apartments, 3 meters, each feeding a panel.

Rewire of a 100+ years old building.

Before #12 Romex was Yellow, the jacket was white, which made it hard to visually tell if it was #14 or #12, without actually trying to read the imprint of the manufacturer info, or the silkscreening if it stayed on the jacket long enough.

Looks like the panel used to be there, and then it was moved and they had to extend all of the circuits to the new location.
