Old Foam Roof Leaking

I have an existing polyurethane roof that is covered with a coating to reflect the sunrays. Through the years it has bubbled up and leaked. In the past we have cut the bubble, drained the water and covered with NP1 caulk. Then applied a polyurethane foam over the top to seal it. This has worked in the past but now we have one spot leaking again. What would be the best way to repair this without having to replace the whole roof at this time? What would work and stop the leaking and keep it from growing into a bigger problem.

Should we use EPDM or TPO or something else? If we use these mentioned products would we need to put fiberboard underneath or Invincible board? Also, what would we use for the seams?

Any help and suggestions would be greatly appreciated.
