Can I use an oil primer over a water based primer? I painted some bare cedar with zinnser 123 and forgot to spot treat the knots. I can also see some tannin showing through. I'm thinking about either spot priming the knots or just putting a coat of cover stain on top.

No problem, I would go over everything with oil just to make sure.
