Not a typical plumbing issue

I have a cooling contraption/pipe that needs a certain layout in order to fit in certain space and provide more surface of contacting with the air in order to optimize its cooling properties. The previous one has a too big a hole and is made of aluminum, the following is a pic of it:





It is for use in small motorbike, and it is going to carry automotive coolant (the type that is non-harmful to aluminum). So basically I need to make a pipe of the right size (diameter) that is easy to shape and bend (maybe with heat or some pipe bending tool, or a combination of both), and also will be durable and withstand road environment. Any suggestion would be greately appreciated.
