There is no valve to shut on/off other than the main house valve.
Ayuh,.... Either there's another valve to open the outside spigot branch, or it's been disconnected, 'n abandon at some point in the past,.....

Are yer pipes exposed,..??
Follow the pipe back through to the main shut-off, 'n see what's up,....

Check under a sink if there is one nearby. Sometimes they put a shutoff for outside faucets under there as that is where they connect to a water source. If you have a basement, check near there in the rafters to see where the connection is.
