I have hydronic baseboard heat. The whole house is heated fine except for one room. I can see the pipe that goes to that one room in my basement. I found what looks like possibly a shut off valve but I wasn't sure. The left side (which is the side from the furnace) is hot. Then as soon as it hits this valve, the right side turns ice cold. How can I open this valve back up?

The valve looks like a normal shut off with no handle/knob. There appears to be a screw of some sort in the top.

It's likely that it was partially closed for balancing. There's likely crud built up on it, and it may not turn. Good luck. At least there's definitely some flow, (even if not enough) or both sides would be cold.
