We had a new furnace and central air installed last year.we get very little heat or air upstairs.We had new ducts ran upstairs and cold air return.Is there anything to do to fix the problem?

Best thing, is to have the installing contractor come out and fix it.
You paid them for a working system.

Are there balancing dampers in the supplies.

Balance diffusers

I would try closing most of the down stairs diffussers in the cooling season to force more air upstairs and I would check the new work to be sure you have enough air supply and returns to the upstairs.

Milord, methinks it is closed dampers; it's not always easy to tell what is open or closed from the handle.:jester:
