I was "dinged" on an inspection of my home for it not having a grounding rod outside? I looked inside of the main panel and I see a ground wire inside of it but I don't see a rod and wire outside. The house is pre-2000 so perhaps it wasn't required then? The meter outside seems to have grounding hardware installed on it but it's a bit of a mystery to me.

Can I just hammer a 3 or 4 foot rod into the ground and install a whatever gauge wire from the rod to the box? Pics included.

I guess as I'm thinking it through, the rod could just be buried flush with the ground and I can't see it due to the high grass grown over. I'd need to go back and look/search for it.

The green wire connects to side of meter box. Looks like it goes next to next plastic box (FIOS?). Can't see.

Assumption appears that meter box is grounded. If there's a rod in the ground it would most likely be near earth attached to vertical rise OR the green wire is from a ground from somewhere else and brought to meter box. Trace green wire to both ends to try to find earth ground.

Correction: maybe there are 2 grounding cables to meter box?

I will go back and take better pics now that the sun isn't beating on that side of the house, there should be less glare. I'll post here shortly when I take them and trace the green wire.

Here are both green wires, start and finish. As well as a bracket attached to the bottom of the meter. I also "raked" the ground a little with a hammer to try and find a ground rod and no luck.

Yes you can just hammer down a rod, acytually you need two of them at least 6 feet apart.
. The rod needs to be an approved r, ground rod 8 feet long and have a #6 copper wire going to the panel where the first whole house breaker or disconnecting switch is located.

Te green wires you are pointed out look like they are grounding the somewhre else to the panel, not grounding th e panel to somewhre else.

So in this case @AllanJ, I'd hammer down two 8' rods, at least 6' apart, daisy chain "Rod B" to "Rod A", then "Rod A" to the meter grounding strap? Or each to the Meter separately?

No, the wire goes to the panel.
You bond the neutral and ground at the first means of disconnect.

So connect one rod to the other, and then through the exterior wall to the panel?

What about the existing ground that appears to be there already?
Yes, connect the main breaker panel to the first ground rod, and then daisy chain from the first rod to the second.

The other ground wires appear to be grounding the cable and telephone line to the meter box, which does not appear to be otherwise grounded to the earth.

Once you have your ground rods and Earth Grounding Conductor installed, you can move those other grounds to the EGC.
