No cold water is coming out of any faucets, washing machine in the house. All knobs for the faucets to turn cold water ON are working properly and in ON position.
What could be the reasons?

I want to check cold water going to the washer in the laundry room.
Here is the photo.
Can you tell me which way to turn the round knob and how much and when to stop to turn this to make sure it is properly set for cold water to the washer?
And which one of two knobs is for the cold water.

The cold should be on the right but people screw it up sometimes. The only way to know for sure is to run the water and see if it gets hot. You can remove the drain hose and run water down the drain or use a bucket. If bucket hold on to the hose while opening the valve.

The round style handles turn counter-clockwise to open and clockwise to close.

Yes, I got hot water. So turn the cold water knob ALL THE WAY
counter clockwise to have cold water ON to the washer? When do I know when to stop turning? I wonder whether the knob will break.

If you have ever used a kitchen or bathroom sink faucet, bathtub/shower, outside hose tap - same thing.

Edit: If those valves haven't been turned in a while, they may develop a small leak at the stem (under the handle). There is a washer/o-ring under there and they can become a little hard over time and 'develop a set' from lack of use. Most often they re-seat themselves after a short time. Nature of the beast for that type of faucet.
