Got a new roof due to hail, roof was finished 4 days ago, today I contacted roofing company about copy of permit and they said they couldnt get a permit due to office being closed because of covid, but you can apply for permit online. They said they couldnt get it online because of some pin number, which I'm pretty sure is bs. I called building dept and they said the company got a permit for our neighbor a week before. So theure asking me to get it after the fact. My guess is the permit would have held them up and thats why they tried to just take a shortcut. I feel like I shouldnt have to take my time and do that. Anyone have any experience with this? I'm in northeast Ohio.

If all it was was the roof, the contractor should get the permit, not you. They can pay any extra fees for after-the fact, and any rework an inspector might want them to do. The building dept now knows your address, so must be done. Hopefully your contract states something to the fact about the contractor obtains, pays for, and complies with any and all permits and regulations. Sounds like it could've been a fly-by-night hail company, so good luck if so, and talk to the neighbor.

Sorry for late reply, but long story. City requires permit for over 20% of roof replacement, which we had 100%. Talked to owner little bit ago, they are local (differwnt city, about 15 miles away) company, maybe new? Was recommwnded by neighbor because he is friends with owner. Anyway, problem they said was city wont give them a pin to apply for permit necause you have to physically walk in and get one, but due to covid offices did not allow walk ins. So they say they couldnt get permit, and went and put roof on anyway. The only reason this whole issue came up is because I asked for copy of permit this morning, they didn't mention a word to me about it,before. They said they will try again and let me know if they can't get it. Since I'm homeowner they want me to apply since I can do it. I'm not gonna do it. I'm sure there is liability issues with that.

As the property owner any penalties for not having a permit fall on you. You might need their proof of insurance to get the permit. I would get the permit then deduct the cost of the permit, penalties and something for my time from the final payment. Dare them to sue you for holding money when they did unpermitted work.

The contract is the estimate from insurance, and I signed an agreement paying half upfront then half when finished. There was nothing about a permit on the estimate I guess because some cities may not require it so it is added to the cost after it has been incurred, same with ice and water shield, insurance will add that to final payment since they dont know if I needed one or not. The city requires the permit during and after construction, so its on the roofers to get it.

Update, owner is still adamant he cannot get permit by himself, says he can't get a pin to apply for permit. he must use me to get the permit is what he is saying. Is this common? Also what is the difference if I get the permit as opposed to the roofer pulling rhe permit?

From what I'm reading you are the contractor posing as the owner then posing as a third party.?

I'm the homeowner. Yes permit is required. Ive come to the conclusion that he can't get the permit for whatever reason, insurance, bond etc. So he's asking me to pull it. I'm thinking if I pull it I will hold payment till we get a clear and signed off copy of permit, reimbursed for any extra fees etc. I just want to get this crap over with.
