I assisted my friend install a 18000 BTU ductless Toshiba cool only system with indoor unit 208 VAC 3 wires connected to outdoor unit fuse box, vaccum the 2 copper pipe moisture and air then charge R410A to reach 120 PSI, insert fuse connector system run then use remote thermostat set to 17 degree C
, after couple hours indoor unit forzen with ice also to outside unit compressor, pull fuse connect then system shut down over night till all ice melt and reconnect power, outside unit fan run but compressor On and Off, on and OFF, CAN ANYONE HELP?

You do not charge refrigerant to a certain pressure.
For minis they will come precharged for a certain amount of lineset, and the literature will tell you how much refrigerant to add per foot over that length.
shouldn't this all be in the installation instructions the op, well - presumably read?

Tell your friend you're sorry, then run far far away.

Option 2 would be to get yourself EPA certified (if you aren't already), then get yourself a refrigerant scale, recovery machine, and a clean recovery tank.
Recover the charge, pull another vacuum on the 2 suction lines (using the same micron gauge that I'm sure you used the first time), then weigh in the proper amount of refrigerant back into the system (as listed on the name plate plus any extra that you might need to calculate due to lineset length).
