When testing voltage at the receptacle with a load the neutral to ground is 0. Is this correct? Thanks!

Approximately 0, yes. Could rise to a few volts if there's a heavy load and
a long distance to the panel (or wherever neutral is bonded to ground).

Yes it should. If it is not then you have a fault of an open neutral.
