I was installing a new outlet in my bathroom and the power was turned off at the breaker so I thought I was safe. Much to my surprise when I touched the neutral wire I received quite a shock. Any ideas as to what the problem is? There are other lines being fed from this outlet.

Always treat a circuit as if it was live! Sounds like you didn't turn the power off to the correct circuit, or you have a multi-wire branch circuit where the neutral feeds 2 circuits. Check to see if there is a red and a black wire that supplies power into the box or leaving the main panel.

I believe this is part of the reason the 2 pole breakers are required for MWBC in the new code cycle.

That neutral is being shared with another circuit, either as part of a multiwire circuit, or improperly tapped to provide a return path for a random circuit.
