How about a plexiglas (or cheaper clear thin hard plastic) panel cut to slightly shorter than the height of the ceiling drawer? Use it as the "face" of your cabinet drawer by hinging it at the bottom front edge of the cabinet drawer (when the drawer is in the down position).

Secure the plastic panel into the closed position with a little pivoting cleat on the cabinet edge near the top. The reason to cut the plastic panel a few inches shorter than the full height of the cabinet is so that there is space at the top of the plastic panel to reach into the cabinet and grab the panel at the top to swing it down.

I'm sure there are cheaper creative solutions to your challenge (like some type of small-hole netting or mesh) but this is the first thing that came to mind that gives you complete coverage from any small things falling out, no matter how how they're stacked as well as allows you to easily see everything that's in your cabinet.
