1. can we join studs between interior shear wall to exterior shear wall directly? all wall are fire rating, or it must be a GWB between them? like picture 1 :

2. in the picture 1. studs are not align duo to make wall finish align and flat, is it normal? how contractors doing the studs? align studs and fill more GWB to make wall finish flat/align?

I can not see your picture but intersecting shear can be done 3 ways that I have seen.

Most time the engineer just ignores that and the framers would either
put a 2x6 on the flat in the exterior to nail the interior wall too.
Or put a series of blocks between the studs in the exterior wall to nail too.

And one engineer showed a detail that called for a stud lined up so the plywood could extend to the exterior and then drywall backing is added on both side.

If the walls have a fire rating, look in the UL, GA or Factory Mutual manual. They show how to build intersecting walls while maintaining fire ratings.

Are you sure about this, lumber has a fire rating, studs stop fire from one stud bay to the other the drywall keeps it out of the wall.

That would be the normal unless you have something new there. And as mentioned if your code calls for vapour barrier, the framers put a strip of 16" wide between interior and exterior walls, so extending drywall will screw with that.
