my hvac is working outside and the fan inside is working but not blowing air through the ducts and when i take the cover off the fan that blows air through the house the the air ducts have air flowing through them but when i put the cover back on it stops blowing air through does anyone knows whats wrong.

Is you evap b4 or after the blower? Could be a plugged or iced up evap coil if it is b4 the blower. Could be a plugged air filter, restricted or blocked return.

your return is blocked or as said a plugged filter.check for the square 2'X2' open grill on the wall in the space. that is your return back down to the air handler with the fan cover ON it should be negative...sucking air as it did with the fan cover off.
