I am replacing the baseboard housing and see i have some mold likely from a water problem a few years back. I am planning to spray with bleach solution and clean the surface. any suggestions on checking deeper, cutting away a small section to see if it is on the backside?

Lets hope it's just on the surface. Like you said, a little bleach and water will do the trick.

Only way to know for sure, as you mentioned, is to cut a piece out and look behind the wall. If the water problem was able to get behind or soak the wall there very well could be hidden mold you can't see. Just my opinion.

Thanks - mostly on surface. Turned out sections of the drywall were just about touching the concrete so there were spots where it was wicking up, cut an inch off the drywall, cleaned, installed new baseboards.
