I started pulling up my vinyl planks in my basement and started to notice a strong odor. What appears to be a grey dust underneath the vinyl planks. I have come to the conclusion that this is mildew not mold. The more planks I remove the more apparent the odor is.

My vinyl planks are sitting on bare concrete with no subfloor. They have been sitting there for about 5 years. I live in a very dry almost no humidity region of the country.

Does anyone have any insight to why this happening and what the solution is? Does this impose a health risk.

You have moisture in the basement. What is the humidity reading? You will need to keep track of it for a long time.
Mold or mildew can be hazardous. Might check with your local extension office for common growing things in your area.

I suggest you pull the floor clean well, wear a full mask well ventilated.
Try to find the leak. It could be the air is condensing on the concrete with enough moisture for the mildew.
