Are you sure it is a problem in your panel? If the main is tripped, turning the main off and on should restore power immediate not 1 to 2 minutes later.I turn the main breaker off and on again. After 1 to 2 mins, everything turns on. Then when fridge or air conditioners go on, everything is turned off in the room.

That one of few most common service call I get pretty often related to the office spaces when someone unqualfied try to fix it up and I have to clean up thier screw ups { due they do not follow the codés }I will contact the landlord.
It is a good place for less rent compared to the rest of office buildings. All the renters here do all the fixing themselves... not wanting to create drama with the landlord and end up having to move out to a more expensive place...
