Just a little more detail would sure help. This is not Google.
Is all the pressure low on both hot and cold water.
Is it all the taps.
What type plumbing do you have?
Any resent plumbing work been done?
City or well water?
Define bad water heater?
If the dip tube is plugged or if there is some thing plugging the in of it yes then there could be a low pressure on the hot side at the sinks.
I have my answer . First of all it city regulated . Second pressure low throughout. Third is the system varies . Some copper some pex , some galvanized . And yes it's been worked on several times . The house was built in 1936 . Signing out . A MAN WITH A PLAN THANKS:thumbsup:

Joe!! :drink: HOW Dare you ask for more details
i would guess that its galvanized. everytime you replace part of a galvanized system you loosen deposits in the old pipes. these deposits clog valves and stem and strainers. have you cleaned the aerators on the faucets to see if they are clogged? some shower heads have restrictors in them that it doesn't take much to clog the small holes in them. is the main line coming in galvanized?. pictures of the main line and other piping might help.
