Low power from an electrical outlet

I am not certain exactly what you mean by "low power". Since the outlet does not work, it most likely has no power at all. You could be picking up phantom voltage, which could register as lower than normal voltage on a voltmeter. If you describe exactly what you measured, and how your measured it, it would be a lot easier to figure out what is happening.
