Got 220 amps coming in to panel at meter. Power goes to two buildings, one is getting 110 to each leg the other has 110 to one leg 0 to other leg.
Just bought the place so don't know how it's run, it is underground. Could 100 amp breaker at the meter cause this? How do I go about finding the problem? It was working fine for the last month.

do you know where the incoming mains is split off to the two buildings
Is there a 220A master breaker somewhere
Is there then two smaller breakers say 100A for each building ?
That's where you start
Check for both legs at the start
Then check at the other end.
That will tell you for sure where the problem lies !

Under the meter there is a panel box with a 100a breaker and two 50a breakers. It reads ok out of meter to that panel and only one leg good at the house. Yet, an out building that has a panel box reads good both legs.

The voltage out out of each breaker on both legs. If you have voltage present on both terminals of the breaker feeding the bad building then the problem is between there and the building.
