You need a fuse adapter to fit a small fuse into a large fuse holder. Google - cartridge fuse adapter. A good hardware store will carry them

I'm looking for a 20amp fuse to go into what is currently holding 60amp fuses. It's for an industrial building, not residential. I tried the only local electrical supply store with no luck. If I can find an adapter that would be ideal I think.

Is there such a thing as a 250v 3"long one time fuse like the one in the link below except for 20amp? Every 20amp fuse I can find is smaller.
This fuse box is fed from somewhere, right? A circuit breaker, right? Change the circuit breaker to 20A and you're done.

Well, fit whatever fuse fits at that point.

You don't need to provide overcurrent protection at each link in the chain. Only in one place. (People get really confused by this).

For instance a 20A breaker feeding 12/3 cable feeding a 60A fused disconnect feeding a 200A subpanel -- that's all perfectly fine. (the 12/3 cable is protected by the 20A breaker; everything else can handle 20A obviously).

BTW, they're keyed by size to keep fools from over-fusing.
