i have a 3 story facility, HWH is on 1st level and supplies 3rd level restrooms. We cannot get HW to the 3rd level. there is No HW return line,only supply. due to the cost of installing a new return line what other options do i have to get HW to 3rd level restrooms

Not following you, why would you need a return on a water heater?

for circulation purposes. the run is long so water temp decreases by the time it reaches user source. In most facilities we have a return line with circ pump so HW is constantly traveling. at this facility we have no return line. is there anything that can be installed to reheat water as it travels further away from water heater to maintain set temperature?

You can get recirc systems that use the existing cold for the return, but those are generally for single family residences -- I don't know if code allows it for commercial/industrial settings (my guess is, probably not).

Put a small water heater on the 3rd floor.
