Liner to cover old wallpaper w/paint

There was a response to an earlier question asking about old wallpaper with layers of paint that had cracked. The response said if it is too bad to cover it with paper liner then paint.

If it is that bad, completely remove, re-rock or over-rock
(remove everything to the bare walls, tear out the old walls and re-sheetrock them, or simply attach new sheetrock right over the existing walls)

With layers of old wallpaper and layers of paint over that, it's truly a "remove all" or "over-rock" type situation

I dont know about a lines. I would think that you should remove any loose materiel, then score the walls and float them and panit them.:thumbup:
