Yes, but you do not need a 3-way switch for it. If you have a 3-way laying around, connect one black wire to the COMMON terminal, and the other to one of the other terminals. If the switch works as planned, leave it. If you wired to the wrong terminal, the switch will be backwards (down--on, up--off).
