Porcelain or plastic is none conductive. There would be no shock hazard. Switches and receptacles can have metal cover plates and could have a shock hazard.

I assume receptacles have ground terminals because there is an exposed screw connected to the frame, same for switches. On a light fixture such as the one you've shown, the only exposed screws are separated from the conductors by a couple inches of insulating material and connected directly to the box, which should be grounded if it's metal. All of the metal light fixtures I've installed had ground terminals.
