1) if you know where joists are but you don't want to use them (because not centered)
2) weight of lighting fixture
3) how wiring for power and a switch will be installed

Not exactly sure of your question but it sounds like you are trying to mount a heavy chandelier where there is no support. You need to use a box to mount the light and you'll need to run the wires to it as well as a switch location. Determine where you want to mount it. Get a heavy fan box like this one...

You'll need to find a source of power. Either an existing circuit or run a new circuit from the panel.

all the light socket etc is there but i want to hang a chandelier instead of a shade and i cant find the joist to take the weight, as im middle floor flat is there joists lol havent a clue and neither did my handyman

Electrical codes and practices are different depending on where you live ....

Time for a far more handyman.
Most often it's as simple as removing the old box and replace with one of these.
