Could be low on charge,txv not working correctly,weak capacitor, compressor internal relief opening....
Not much you can check without the right tools.

Can these things be checked when the compressor is working properly? I sprayed water on it and it is working fine now.

Sure. Most of those things need the compressor running in order to check them.

Leave it off. You're going to burn up the compressor unless you get the thing diagnosed and fixed. Back on page 1 I gave a list of things that make a compressor overheat. Get any of them checked yet?
