I wan to enclose a deck 10x16 on the side of my house. But on part of the wall where I would enclose the decking there is a header 2 x 2x8 which extends beyond the enclosure. It makes me nervous to attach the ledger on the header. if it is possible I will get an engineer to sign off the plan. But I don't need to pay him if the answer is obviously no.

not sure what you are describing, but you need to ensure that any headers installed over windows and doors, or other opening are sufficient in size to support the additional loads imposed by attachment of a deck. For example if there is a window below the deck then the header for that deck must be able to support not only the existing loads, but the additional load of the deck.

Ledger attachment is cover in the American Wood Council's "Prescriptive Residential Wood Deck Construction Guide."

Hope this helps!
