My Tub overflow occasionaly leaks which the remedy is to take off the Stoper control and tighten the over flow assembly to get the gasket to seal properly against the Fiberglass tub.

Can I caluk this seal to keep this from happening? usually I determine the leak when its coming through the drywall cieling below.

if it comes off that much

If it comes off that much, I'd just get another one. Obviously the screws aren't holding it on.

Make sure you have a good gasket contact/seal on the back side.

It is not critical to have a good seal between the cap and the tub in front.

Dont use caulk or locktite....You'll make it a complete PIA on down the road. Get a new gasket and smear some pipe dope with teflon on it. Install the gasket then tighten it up. If the screws arent holding then it may be time for an entire new overflow assembly. If so, you'll be thanking the Almighty that no one used locktite or silicone on the damn thing.
