We are laying a flagstone patio and want to put a circle of mortar down then lay some small stones (1/8th" - 1/2" dia) in the shape of a fish in the mortar.

I am not sure how to make sure the small stones stay imbedded in the mortar and am afraid they will pop out over time.

Does anyone have any experience with this? Can I lay some kind of clear coating on top that will hold the stones in?

When you are using small pebbles, try and use long oblong shaped ones that you can push down a bit deeper with just a bit showing at the top.
