Lawn Mower won't self propel

My lawn mower won't engage the self propel. I took the transmission apart and put it back together. Still have the same problem. I didn't think taking it apart would fix anything, but I gave it a shot.

The mower is a John Deere JS63C 3 speed. Not sure if the issue is with the transmisson or the gears in the back wheels.

Any help would be great.

From the troubleshooting section-

Traction belt broken.

Traction belt jumped off pulley.

Adjust transmission cable.

Traction cable stretched or broken.

With the engine not moving and the self-propel engaged you should not be able to spin the back wheels. Can you post an exploded view of this machine?
