What's a stair railing have to do with flooring?
Laminites not the best choise for a second story.
No good way to end it where the stairs are without a trip hazard.
Also unless you used cork as an underlayment it's going to be a lot louder when walked on, down stairs.

Need more info. Post pics, joe is right about laminate upstars and also not able to end it by stairs with out problems.

they make stair nosings for laminte , may be 1/8 to 3/16 or so higher obviously for overlap, which allows for movement. i always glue and nail nosing, dont hit laminate with either, andd then throw a small peice of trim under nosing for added support, we usually use a reducer that matches nosing to help supprt nosing.
