I think that's a matter of opinion and circumstances with a number of variables...Also laminites will also do nothing to add resale value to a home.
Laminates are better than cheap carpeting, worn out hardwood that's too far gone to resurrect or linoleum and most certainly better than a naked concrete floor. Indeed the installer will need to ensure that the floor is dry and take the appropriate precautions.
Yes, laminates are used by people with budgets. Not all of us can afford to hire a PRO to come in and lay down 3/4" hardwood at $15 a square foot.
