Might be worth consulting an attorney. I can't imagine a city thinking they can reasonably "final" a 40 year old project....no wait I actually can imagine a city thinking they can if it involves a fee.

Ayuh,.... Sounds like the rinky dink village zonin' board in our rinky dink village,....
They thought they could just retroactively enforce their choice of the codes,....

A couple years ago, the CEO served notices on a couple ole semi-trailer storage units,...
As ya gotta have a 30 day permit, renewed every 30 days up to 90 days,....

Problem is, the one behind the hardware store has been there since the '70s,....
It's hidden from view, out back behind the ole 4 story grainmill that is now the hardware store,...

Even more laughable, the other one is sittin' out on village edge, in an abandon limestone quarry,....
Been there since the '60s, the quarry since the 1880s,....

Other than the 2 owners wasted time goin' to court, of course Nothin' ever came of it,....

I'm not sure how state laws vary, but here if 2 years pass on unpermitted work and we don't catch it, it's too bad for us (the municipality). Maybe it's different since the work was permitted and not final'd, but I don't have any idea what good they think inspecting 40 year old work would do.

Tell them to get the inspector back from forty years ago and the contractor who did it. Forty year old pool, probably need to be replaced pretty soon. How did they happen to tell you this? Were you trying to pull another permit for something else, or did they just notify you out of the blue?
