I would think since any lumber cap can only be nailed at the end, once things start moving around they might actually be worse.
I kinda think they 'are what they are' and as good as they are going to get without a total rip out. Steps like that sort of combine treads and landings and make for strange walking.

I concur with Ron. A good pressure washing will make the steps look much better, both the wood and the concrete inset. Hand rails are pretty useless at this point. Remove and reinstall if you feel the need to.
