30 amp, 240v, 10/2 copper w/ground.

Is there a difference between wiring the 2 hot wires? Does one wire need to go to one specific side, and the other to the other, or can either (black or white) go on either (left or right) poles? Obviously ground is fine.

Neutral is always white, White is not always neutral...this is why it is marked with a color other than white, usually black. any means including paint, Permanent marker, tape, etc can be used. When the electrician wires it into the panel, he should also mark the white wire as hot even though it will obviously be so as it will be on a hot terminal

True, but code also lets neutral be grey if desired.

You can remark a white hot provided its part of a factory made cable assembly like NM-B, MC or AC cable.
