Could you guys confirm that the panel outside of my house is my main panel (how do I shut it off)? And panels in my basement are sub, right?

That does look like your main disconnect. That would make the other panels sub panels.
To shut it off pull the lever on the right down. The knife switch will open. Best practice to do it with the cover shut.

Attached is my subpanel. So because I don't have grounding wire from main, is it okay for me to install, grounding rod and connect it to my subpanel (yes, I would buy a ground bus bar for ground wires).

You should not have two conductors in the large lugs. They are for one only.

The fused disco is the main service disconnect. No it is not ok to connect ground rods to a subpanel.
