I've tried Over the Top 2 and Roundup Pro.

Neither seem to kills this vegetation.

Question: Can anyone tell me what this vegetation is and how to kill it?

Those appear to be Goat Heads. I see no reason Round-Up concentrate mixed 1.5 oz. / quart of water and wicked with a saturated sponge wouldn't kill those. May take 10 days to see result so if you don't have time to wait they only have 1 tap root and a garden hoe will do it in seconds. But either way one may be back next year because they admire your soil in that area:smile:.

Also will spraying weed impede help prevent the regrowth?

I've never had on come back the same season i cut it off, but there may be another plant appear this season or next season in those same areas. Yours are much earlier than when they germinate where i live as we don't see those until July. Pictured is one i cut with a hoe. You are fortunate if you only have Goat Geads and not Sandburs.
