My neighbor has this style roof. I'm not familiar with it. Is this typical?

Typical, no.

should shingles be more of a pattern?

I'm not sure if the shingles should be same shape and size???

It's the exposure that's off not the shingles themselves.
That style shingle is just trying to mimic a rough random cedar shingled roof.

Looks like it could be a pitch change in the roof.

In my area of eastern Ohio, those are called dimensional or architectural shingles. I don't know that it's the correct name in other parts of the country, but that's what folks call them in these here parts. Very common and much easier (well sort of) to install than 3 tabs which used to be the norm.

Dimensionals. Look like they were put on too closely together and buckled some when they expanded.
