I got the spacing thing figured out pretty good, but what about the distance a baluster should be from the stair tread/nose? should it be the same as the distance from the newel post to the first baluster?

For open risers, place the down side of a baluster so that is flush with the face of the riser. Every tread will have a baluster in this spot. Divide the run into equal parts and that is the spacing for the others.

You are looking for uniformity and consistency of the balusters and the treads.

This may simplify it if your treads are 10" from nose to nose as many are. If not, using 10" like this shows you some easy division to apply to your own measurements.
(All these measurements are "center-to-center" of the balusters... so your baluster size doesn't effect this layout.)

And "No", they don't necessarily have to be right on the edge like I've shown it. Some are, many aren't.

I'm not sure I'm on track with the question but isn't there code on spacing between balusters for child safety purposes? Might this affect the overall spacing of the components being installed?

The setup on the right is the maximum you can go with this layout, using 1.5" wide balusters. It just does leave you 4" between... and if your baulsters are smaller than 1.5", or narrow down anywhere, this layout won't work...... you'll have to put three balusters per tread, spaced much closer together.

Stay aware of things like this.

That's why I said what I said. Both these drawings show that. The measurements you see are "center-to-center".... meeting code if using full 1.5" balusters.
