Did he give you specifics?? There is nothing wrong with the junction box as long as it has a cover. I question the number of cables through the strain reliefs, but I can't tell what size they are anyway. Remember, "up to code" is bare minimum. The blue junction box in picture 3 needs a cover plate.

Give the others a chance to respond, as I am sure my eyes missed some things.

The cables are entering through bushing instead of the proper connectors.

I question all the white spliced together.

I do not see a ground to the box.

Maybe a couple of hundred to fix, not thousands.

And all the blacks are also nutted together! I figure that whoever did this likely did other things that also may have been part of the bids you received.

At the very least, there is about 3 +- hours work there since several new home runs may be needed as well as an equal number of new breakers. That alone would get you a perhaps $150 worth of breakers and $400 labor. I don't see thousands but I do have these ol' lying eyes.

It would help to know what those wires serve and how many home runs are now running to that 8x8 or 10x10 j-box.
