We recently bought a new house in the Houston area. The previous owner setup a drip irrigation system that runs off the outside hose faucet that has a 4 hose splitter with timers on it.

Are there any issues with leaving the hose faucet on all the time? Are there risks of a leak? Is this generally how its done for irrigation systems?

It can be... depends on HOW.

It's a jackleg way of going about it.
But until YOU are ready to install a new TEE and VALVE it'll keep working.

How much trust do you put in rubber hoses sitting in the hot sun and being subject to mice and other rodents sharpening their teeth on it while you have it on and unattended?

With plumbing there 's always a leak risk but I've done it by throttling the potential flow back at the supply faucet. With a container that can easily be determined in gallons / hour. This may or may not work for you with the splitters and timer. I have 0.0 experience with those.
