I'm in a townhome and the floors and stairs are concrete. I pulled up the carpet upstairs and on the stairway (6 steps, landing, 6 more steps). I am putting enginerred bamboo on the second floor and wanted to put wood over the concrete stairs. Is that safe or even doable? I can't find instructions anywhere. Thanks

When you walk up a flight of stairs you unconsciously expect all the stairs to be the same.
Say you add a 1 inch tread to each stair. The bottom stair (measured against the floor) would be an inch taller than the rest, while the top landing would lose an inch. While this may not seem like a big deal, codes regarding this are strict for a reason. This creates a very real and very dangerous trip hazard.

Since you apparently have already put in the flooring on the second floor, you have already created a "trip hazard" between the top tread and the second floor. This will be a code violation if caught during a resale, but you probably would have realized it by then if you use the stairs. Adding to the riser height will not be a problem. but there will be a difference since the first riser going up will be the one that is a little too much.
