Good morning.

1. I have read many differnt things, but I have blown insulation in my attic. There is no vapor barrier between the drywall and the insulation. Should there be?

2. Can I seal gaps in the electrical boxes in the 2nd floor ceiling/attic floor, such as ceiling fan boxes and light fixtures?

No, at least not
if you live in the north.

A vapor retarder keeps moisture from warm air from penetrating into insulation where it could condense. If you don't have a vapor retarder, it is not a grave issue unless you have some condition in your home that tends to increase the humidity level in the air. You can add a vapor retarder by painting the ceilings with a low perm primer. You should avoid adding extra moisture to the air un-necessarily as it will end up in the insulation or in the attic space. Make sure that you have good ventilation in your attic spaces as well. A vapor retarder is probably more important in the north where temps can drop in and out of the dew point range within the insulation layer itself.
