We are replacing our roof that was damaged last week by baseball size hail with a metal roof. I would like to know if there is an insulation that can be installed on the decking then the roof metal installed over it?

Okay. Mostly flat I am guessing.

What climate are you in? We have done retrofits on these with a combination of 3" of foam and 2x4s that give you a complete thermal break in the roof.

I am in SW TX - Del Rio. Roof has a slight pitch to it local long time roofer recommends metal. We have no attic or crawl space roof and ceiling are on 2X8s. Not financially doable at this time to add insulation there because decking & ceiling are OK.
